Impressive images of the reigning monarch were a feature of colonial institutions throughout the nineteenth century and beyond. Most were studio work or copies. Dowling was commissioned to make copies of Winterhalter’s majestic 1859 images of Queen Victoria and the Prince Consort, for his hometown, Launceston.
